What timezone the server clock is using?

The server clock is running at GMT / UTC. Your local time zone shows the offset, like +2 or -6. If your time zone shows +2, this means you are 2 hours ahead of GMT. If your local time is 6 am, the server clock shows 4 am in this example.

The server is using this "zero time zone" since each single other time zone is carrying that offset with it, and this turns it into a one step math operation to calculate the difference. If we would use the local time zone of the server location, which is CET / CEST, you would have to do two steps for it.
